Thomas Jordan, Director of the Southern California Earthquake Center, has said repeatedly that the San Andreas fault is "locked and loaded. We do know that 95 percent of the earthquakes occur on the Pacific Ocean ring of fire, which includes California. Dubbed the âearthquake Insurance Affordability Act,â it would allow non-profit insurance programs, including the California Earthquake Authority, to access federal loan guarantees and more efficiently capitalize for catastrophic earthquakes. An earthquake would have to be pretty severe to wreak that much havoc. Scientists said the California earthquake would not likely to get a high vertical ground acceleration and movement of the kind that lifted up the ground and the ocean in Japan. Back when the California plant was being finalized in the mid-1980s, local activists and environmental lawyers sued the Nuclear Regulatory Commission in an effort to slow the project, arguing that the clear risks from earthquakes nearby required additional planning.
